I noticed that any update to the style.css in WP themes takes quite a while to update. Any tips on how to quicken the "refresh"?

Check if you have caching plugins enabled like WP Super Cache. Clearing the cache or temporarily disabling the plugin should work.

It's also possible that the CSS is cached in your browser. Simply opening the CSS file in the browser and refreshing that file should refresh the stylesheet on your pages.

Firefox in particular, takes a certain amount of refreshes to reload the updated styles.

In Firefox, you can opt not to load from cache by refreshing using Ctrl+Shift+R or Shift+Left Click on the Reload button.

^^Is this similar to IE's Ctrl-F5? Or totally different?

That's a nifty little trick. I've resorted to using Private Browsing mode ever since 3.5 came out, but looks like those days are finally over.

@Jon, yes it is similar. @Erol, that trick has been around for quite some time now.
